Sir,
With reference to your despatch No. 72 of the 15th August,
I have to convey to you gracious confirmation and allowance of the Hong Kong Ordinance No. 7 of 1872 "For registering Births and Deaths in Hong Kong"
The power of inflicting penalty for non-compliance with the provisions of this law should be exercised with great forbearance towards the Chinese Population, until sufficient time has elapsed to enable them thoroughly to understand the operation of the Law, and to remove any feelings of distrust and jealousy which they may entertain in the matter.
